Valid NLS characterset
When you transform from BLOB to CLOB you must set characters set. The list of all charactersets you can see with system privileges.
select * from v$nls_valid_values
where parameter = 'CHARACTERSET'
order by 2
select * from v$nls_valid_values
where parameter = 'CHARACTERSET'
order by 2
